Through “painstaking efforts and tremendous sacrifice,” China emerged triumphant in a “test of fire.” The report claims authorities quickly identified the novel coronavirus and notified other countries and the World Health Organization in “an open and transparent manner.” Officials are described as taking swift and decisive action, glossing over how they underplayed the outbreak, a move that led to some authorities being sacked later. Xi Jinping, the leader of the Chinese Communist Party, is portrayed as having led the fight against the virus, with the government report bestowing all credit on him. Premier Li Keqiang, the first senior official to visit Wuhan, ground zero of the outbreak, is barely mentioned in the report.
